Terri Rodriguez

CEO, Lutheran Ministries of Mercy

Terri Rodriguez has been appointed President/CEO of Lutheran Ministries of Mercy. Terri provides executive leadership to Filling Homes, Luther Home of Mercy, and Lutheran Social Services of Northwestern Ohio.

Terri attended Owens Community College and obtained her Associate Degree in Law Enforcement. She also attended the University of Toledo and obtained her Associate Degree in Social Work, Bachelors Degree in Human Services and a Masters Degree in Public Administration. Terri obtained her State of Ohio - Licensed Nursing Home Administrators license in 2011. 

Terri began her career at Luther Home of Mercy in 1989 as the Volunteer Coordinator. She was the Director of Public Relations and Development at LHM from 1990-1997.  Terri was promoted to the position of Assistant Administrator of Community Ministries in 1999 and later became the Chief Operating Officer in 2009.  Most recently, Terri served as Vice-President, Lutheran Ministries of Mercy – LHM.

Jeffrey Bischoff

Senior Program/Clinical Manager, Jeffrey oversees clinicians providing mental health and substance use disorder services across the agency's service area and, in the Toledo area, oversees the Financial Opportunities Center, the Siemer Housing Program, and the agency's lead partnership in the Scott High School Community Hub. Jeffrey worked previously for LSS as the director of the Open Dorr Family Resource Center, and has also provided mental health services as a family worker in a juvenile residential facility and as a general outpatient mental health clinician specializing in the areas of domestic violence and sexual abuse victims and offenders. He also has varied experience in parish ministry and church administration and continues to work in this area.

Jeffrey obtained a Bachelor of Arts in Religion from Capital University, a Masters in Divinity from Trinity Lutheran Seminary, and a Masters in Clinical Pastoral Counseling from Ashland Theological Seminary. He is both a Licensed Social Worker and a Licensed Professional Clinical Counselor with supervisory designation in Ohio.
